I have the honour to address you respecting the
above building and to briefly state a few facts in con-
nection with the erection of same.

In placing this letter before you, I deem it my
duty to point out in the interests of Public Service, the
unbusiness-like methods that have been in use for many
years, and the disastrous results that have ensued, and
will ensue if the system is continued, resulting in great
delay and serious loss of Public funds.

The work under report has been under construction
for many years, and I feel that it is no credit to me as
officer in charge of the building or complimentary to my
professional reputation, to be identified with such a
muddle; nor do I wish to be considered as in any way re-
sponsible for the same, and indeed I disclaim all respons-
ibility in the matter.

It is necessary, therefore, for me to justify
my position and defend my professional reputation as an
Architect and a man of business, and I would here say that, having regard to what I have done in the interests of the
